Sarah Fortune became a rival power after Gangplank murdered her parents. She destroyed his ship and consolidated control of the port, eliminating the Corsair's Conclave.

Their story, step by step
- Step 1
The Fortune family
Sarah Fortune was the daughter of Abigale Fortune, a famed Bilgewater weapons maker. The pirate Gangplank demanded two powerful pistols from her, refused to pay, and shot Abigale, her husband and Sarah, then destroyed the workshop. Sarah survived.
- Step 2
Wanting revenge
She recovered but was left with night terrors and a hunger for revenge. As a teenager she repaired her mother's weapons and entered Bilgewater's underworld, collecting bounties until people called her Miss Fortune.
- Step 3
Killing Gangplank
After years of planning she allied with Twisted Fate and Graves. Twisted Fate robbed Gangplank's warehouse, Graves made a distraction, and she killed Gangplank and destroyed his flagship.
- Step 4
Ruling Bilgewater
She bargained with his former captains and killed those who refused, taking over their crews. She came to rule Bilgewater.
- Step 5
Harrowing and Ruination
During a Harrowing she made an uneasy truce with Gangplank against the undead, and later fought alongside Lucian. She gathered a crew to face Viego in the Shadow Isles and sealed him in a Buhru artifact.
- Step 6
Ruined
After months of fighting Gangplank's resurgent forces and an invasion by the Sentinels of Light, she accepted Viego's offer of power and was ruined herself. She remains Bilgewater's ruler and captain of The Syren.
