The NCR offers republican institutions weakened by overexpansion; Caesar's Legion offers brutal unity; Mr. House offers technocratic independence; and Yes Man makes an independent route possible.
The smaller communities of the Mojave reveal the cost hidden inside every grand plan. The Courier's alliances and enemies decide not only the battle but which groups have a place afterward.
The story, step by step
The courier who survived
Shot by Benny for the Platinum Chip, the Courier follows his trail through Goodsprings, Primm, Novac and Boulder City. Each settlement exposes how the coming battle already pressures civilians, trade routes and local autonomy.
Four futures for the Mojave
Mr. House wants an independent technocratic city, the NCR extends a strained republic, Caesar's Legion imposes slavery and militarized order, and Yes Man enables a Courier-led independence. The Boomers, Brotherhood, Khans and other groups become more than resources: their survival defines each coalition.
Hoover Dam
The final campaign decides control of the dam, electricity and the Colorado crossing. Ending slides turn accumulated quests into political history, showing how companions and communities fare under the order the Courier helped create.
What the story is really about
No faction escapes material consequences
Ideologies are tested through taxation, slavery, policing, water, medicine and protection. The game asks what governing actually does to smaller communities.
Choice as authorship, not purity
No route removes compromise. Agency lies in deciding whose costs are acceptable and then seeing those costs named.
How it ends
The Second Battle of Hoover Dam ends with the Courier choosing which power controls the Mojave. No single route is declared the universal canon ending.
What changes afterward
- The NCR's western project reaches its clearest crisis.
- New Vegas becomes Fallout's most direct argument about consent, state power and independence.
How it connects forward
Fallout 4 moves east and reframes faction choice around technology and personhood rather than control of a frontier state.
