What happens in the game
The journey revisits a West Coast transformed by eighty years of growth: Shady Sands has become the NCR, old settlements have new interests, and organized states now compete with local autonomy.
The Enclave treats its descent from the pre-war government as authority over everyone outside its protected facilities. Rescuing Arroyo therefore becomes a struggle against an old national ideology returning as extermination.
The story, step by step
The Garden of Eden Creation Kit
The Chosen One leaves drought-stricken Arroyo seeking a GECK. The route through Klamath, the Den, Vault City and New Reno shows a West Coast where tribal communities, commercial cities and expanding states now compete over labor, land and technology.
The Enclave revealed
Missing villagers and evidence from Vault 13 lead to the Enclave, descendants of the pre-war federal elite. Their scientists classify wasteland populations as contaminated and prepare a modified FEV weapon to kill everyone outside their protected lineage.
The oil-rig assault
The Chosen One infiltrates the offshore base, frees the captives and destroys the Enclave's leadership and toxin program. Arroyo and Vault 13's survivors form a new community, but the NCR's growth ensures that political centralization remains the West Coast's next argument.
What the story is really about
Civilization is not automatically humane
Advanced medicine, law and industry coexist with slavery, eugenics and exploitation. Progress is judged by who benefits from it.
The old world as inherited supremacy
The Enclave does not merely preserve America; it preserves an exclusive definition of citizenship that turns continuity into extermination.
How it ends
The Chosen One destroys the Enclave's main offshore base and saves the captives, allowing Arroyo and Vault 13's survivors to build a new community.

- The NCR survives as the largest western republic.
