Ada steals the recovered Plagas sample for a separate employer, leaving Leon and Ashley's rescue complete but keeping the bioweapon's wider threat unresolved. Ada's sample prevents the ending from declaring bioweapon knowledge defeated; the rescue is personal and immediate, while the political market for the parasite survives.
Ada's distance from Leon is ethical as well as personal: she sees the sample as leverage where Leon sees the human cost of leaving it in circulation.
