Act III · 2102 · playing as Vault 76 Dweller
The Enclave and MODUS
In this chapterThe Dweller reaches the Whitespring Bunker and meets MODUS, an Enclave AI that can help access nuclear launch codes.
MODUS is an AI left by the Enclave in the Whitespring Bunker. He guides the Dweller through a series of tasks to gain rank in the Enclave. Each promotion unlocks more access, until the Dweller can obtain the nuclear codes and keycards for the missile silos. The Dweller learns how to launch a nuke and prepares to do so. The explosion will attract the Scorchbeast Queen, the final enemy.
MODUS is a charismatic and manipulative character. He is an AI built to serve the Enclave, and his instructions are useful but self-serving. The Dweller can see the Enclave's imperial ambitions behind his helpful tone.
The use of nukes is the core of Fallout 76's endgame. The player can launch weapons of mass destruction at their own world, creating high-level zones. It's a reminder that the Great War's tools are still being used. The series' theme of the cost of power is clear. To save Appalachia the Dweller must use the weapon that destroyed it.
What unfolds
MODUS requires the Dweller to earn rank in the Enclave to access keycards and codes.
The Dweller gains access to the missile silos and learns to launch nukes.
The Dweller prepares to call the Scorchbeast Queen by launching a nuke.

The Scorchbeast Queen
In this chapterThe Dweller launches a nuke at the Savage Divide and the Scorchbeast Queen appears.
The nuclear strike attracts the Queen, a huge creature that commands the Scorchbeasts. The Dweller and allies fight her in the blast zone, and her death halts the spread of the plague. The base game ends with the Dweller as a hero, but Appalachia remains a dangerous place. The story continues in the updates.
The Queen fight is a large cooperative battle and a symbolic one. Defeating her gives closure to the Responders' story and the Overseer's mission. The ending is open on purpose. The Scorched are reduced, not eliminated, and the Dweller's work is the start of rebuilding. The conclusion links to the series' idea that hope arrives slowly, through the work of individuals.
What unfolds
The Dweller and allies defeat the Queen, ending the main threat of the plague.
The plague is not eradicated but contained, and survivors can begin rebuilding.
The Dweller becomes a hero of Appalachia and the base game ends.

Wastelanders and Beyond
In this chapterIn Wastelanders, humans return to Appalachia: Settlers at Foundation and Raiders at The Crater.
In Wastelanders, the Settlers and Raiders arrive in Appalachia, bringing human characters and factional choices. The Dweller helps them settle disputes and explore Vault 79. This update turned a lonely game into a story with people. Steel Dawn and Steel Reign bring the Brotherhood of Steel to Appalachia, adding new quests and factions. Later updates such as Skyline Valley and Pittsburgh continue the story.
Wastelanders addressed the biggest criticism of the launch: the lack of human characters. The Settlers and Raiders are deeply written, with arguments that echo the player's own rebuilding. The Brotherhood update restores a classic Fallout faction and links Appalachia to the larger series. It shows how the Brotherhood's ideals can both help and harm.
Expeditions and seasonal content continue to expand the world, making Fallout 76 a living story rather than a closed one.
What unfolds
The Dweller helps both groups and searches for treasure in Vault 79.
In Steel Dawn and Steel Reign, the Brotherhood of Steel returns and builds a base at Fort Atlas.
Later updates add Skyline Valley, Pittsburgh and expeditions.
