Rivet City, a huge aircraft carrier turned town, is the largest community in the Capital Wasteland. Dr. Li, who worked with James, explains that Project Purity was their dream to clean the water for everyone, and that the Wanderer's mother, Catherine, was the original scientist.
James had left to look for something he needed to restart the purifier. Dr. Li sends the Wanderer to Vault 112, where the trail goes cold, and to Washington's other ruins, which hide the technology they need. In Rivet City the Wanderer learns that James's goal was to give the wasteland clean water.
Project Purity changes the Wanderer's mission from search to inheritance. The father who seemed to abandon them is trying to finish their mother's work, which explains the secret and the urgency. Rivet City also gives the Wanderer a window into a functioning community. Scientists, scavengers and guards share the same hull, and the tensions between them show how survival requires cooperation.
The idea of clean water for all is the moral heart of the game. The wasteland is dangerous because water is scarce, and every faction wants to control it. Vault 112 and the Search for James
In this chapterIn Vault 112, the Wanderer enters a virtual-reality simulation, Tranquility Lane, run by the insane Dr. Braun.
Vault 112 is a strange experiment: the residents live in a 1950s virtual suburb, under the control of Dr. Braun, who tortures and manipulates them. The Wanderer enters Tranquility Lane and discovers that James has been trapped there. By solving puzzles, convincing the other inhabitants and defeating Braun, the Wanderer frees their father. Together they head for the Jefferson Memorial to restart Project Purity.
Vault 112 is the Wanderer's first major quest, in which the Wanderer must escape from a sinister simulation and rescue James. Tranquility Lane is one of the series' most memorable sequences. It satirises nostalgia and shows what happens when the old world's comfort becomes a prison. Braun is a disturbing antagonist, a doctor who uses fear to keep control.
The reunion with James is brief and emotional. He explains why he left, and the Wanderer learns that the father they knew has been fighting for years to keep a secret that could change the wasteland. At the Memorial, James and the Wanderer begin the work of reactivating the purifier. The Enclave attacks with troops and vertibirds and seizes control. James is lost and the Wanderer barely escapes with the help of allies.
The Enclave, remnants of the pre-war U.S. government, want the purifier for their own purposes. President Eden speaks to the wasteland as a father figure, promising a restored America, and the Wanderer realises that the enemy is a government with a plan. The Enclave attacks Project Purity. The Wanderer must find allies and the G.E.C.K.
The Enclave is a callback to Fallout 2, but here it is presented with a new face. Its soldiers speak in patriotic language and see themselves as the legitimate government, and their cruelty is justified as necessity. Colonel Autumn is a calm villain who believes in the cause. He is not a sadist but a soldier, and his respect for the Wanderer makes the conflict more personal.
The loss of James is the emotional turning point. The Wanderer's search has become a mission to finish what their parents began, and the stakes shift from personal to national. The Enclave in Fallout 3 is a technocratic remnant. Eden is an artificial intelligence, so the 'government' is a computer.
The Wanderer must leave the purifier in Enclave hands for a time, and this is a clear failure that raises the stakes.

The Wanderer finds allies in the Brotherhood of Steel's Citadel, led by Elder Lyons and his daughter Sarah. They want to defeat the Enclave and secure clean water for the wasteland. To finish the work, the Wanderer must retrieve a G.E.C.K. from Vault 87, a nightmarish place full of super mutants. With the G.E.C.K. and Liberty Prime, a giant robot, the Brotherhood storms the Memorial.
The Brotherhood's help changes the war. Liberty Prime, a giant robot, is the key to the assault. Vault 87 is one of the series' scariest locations. The super mutants' origin, the FEV experiments, is explained in terms of cruelty, and Fawkes, a rare intelligent mutant, becomes a friend and a symbol of hope.
Liberty Prime is both a joke and a threat. The Purifier
In this chapterAt the Memorial, the Wanderer finds James alive and the purifier ready, but its activation requires someone to enter a lethal radiation chamber.
The final act at the Memorial brings the Wanderer, James, Dr. Li and Autumn together. The purifier needs a person to enter a chamber filled with lethal radiation to start it. Someone must pay the price. The Wanderer can sacrifice themselves, let another character do it or let the purifier explode. The outcome shapes the epilogue narration, which describes the future of the Capital Wasteland and the Wanderer's fame.
The ending is a sacrifice to give the wasteland clean water. The ending is controversial because it forces a heroic sacrifice. It reflects the game's themes of inheritance and sacrifice: James gave his life for the project, and now the Wanderer must decide whether to do the same.
The post-game addition of Broken Steel changes the ending, allowing the Wanderer to survive the radiation and continue to fight the Enclave.
