Its final strength is not just a number; it represents whether the galaxy learned to cooperate before the Reapers made cooperation unavoidable.

Earth is the emotional destination, but the assault belongs to the entire coalition. Fleets arrive carrying the consequences of three games: saved councils, surviving squadmates, reconciled enemies and species that may have been persuaded only at terrible cost.
