The ending of The Witcher 2 depends on your path (Iorveth or Roche), on whom you rescued at Loc Muinne and on what you did with Saskia and Letho. Whatever you choose, Geralt learns that the Kingslayer was part of a Nilfgaardian plan to break the North, and the final scene shows the empire invading.

If Triss was saved, the Conclave forms and prevents a massacre of mages. If she was not, a pogrom spreads across the North and many sorcerers die. Letho lives or dies, Saskia lives or dies and the political map changes according to the path. In all cases the North enters the war weakened.
What it means
The Witcher 2 is about the price of neutrality. Geralt can try to stay out of politics, but the killers of kings drag him in, and the sequel begins with an invaded Continent.
