Fallout 76 begins in the tidy, hopeful Vault 76, a vault designed to reopen twenty-five years after the war. On Reclamation Day the Overseer leads the dwellers out of the vault to take back the land. The Dweller leaves last and finds the vault empty.
The Overseer left holotapes, notes and instructions. Following them, the Dweller travels to Flatwoods, a town in the Forest region, and starts to understand the state of Appalachia: there are no survivors, only evidence of a collapse that happened before the vault opened.
The prologue is a deliberate reversal of earlier Fallout games. Instead of leaving a vault to find a place with people, the Dweller finds an empty world and must reconstruct what happened from recordings and holotapes. The story is told through the environment.
Vault 76 is a symbol of optimism. Its dwellers are supposed to be the country's best, selected to rebuild America, and the first scenes celebrate that hope. The wasteland they see is far worse than expected.
The Overseer's trail is the game's first main quest, and it teaches the player to read the world. Her tapes mention the Responders, the Scorched and the Fire Breathers, giving the shape of the story.

MODUS is an AI left by the Enclave in the Whitespring Bunker. He guides the Dweller through a series of tasks to gain rank in the Enclave. Each promotion unlocks more access, until the Dweller can obtain the nuclear codes and keycards for the missile silos. The Dweller learns how to launch a nuke and prepares to do so. The explosion will attract the Scorchbeast Queen, the final enemy.
MODUS is a charismatic and manipulative character. He is an AI built to serve the Enclave, and his instructions are useful but self-serving. The Dweller can see the Enclave's imperial ambitions behind his helpful tone.
The use of nukes is the core of Fallout 76's endgame. The player can launch weapons of mass destruction at their own world, creating high-level zones. It's a reminder that the Great War's tools are still being used. The series' theme of the cost of power is clear. To save Appalachia the Dweller must use the weapon that destroyed it.

Wastelanders and Beyond

Wastelanders addressed the biggest criticism of the launch: the lack of human characters. The Settlers and Raiders are deeply written, with arguments that echo the player's own rebuilding.
